It's well known that musks business strategy has been to grab as much government cheese as possible. His companies over the years have tracked with government incentive programs. Electric cars, solar power, space, etc.

This is your lie. Government workers take the same oath of office the Senate and House take. They are dedicated public servants. They are bound to protect the Constitution, even though the current president uses it as toilet paper.
