Many of them work and are still required to pay income taxes. Taxation without representation is one of the issues that caused America to rebel against England; so it would be wrong to impose taxes on legal residents, without them having the right to vote and have a voice in government.

Should you have a say on how a city is run because you are an American or because you live in that city?

In the UK (pre-Brexit, I don’t know what it’s like now), if you live and work in a town for more than 6 months you are eligible to vote in local elections. Not national elections.

I’m on the fence about it. Leave it up to local authorities to implement it how they see fit.

How would they determine if they are paying taxes? Bring a W-2 income tax form? How could they do that when libs are screaming about how racist it is to even require an ID to vote?

Anyone eligible to have to taxes collected from them if they choose to work, like legal non-citizens or American housewives, should be able to vote.

No, it wouldn't. Notice I used the word "choose". They would just need to show they are subject to taxes *if* they chose to work. That would include U.S. citizens who are housewives or legal non-citizens.
