The Israeli government on Thursday approved the parameters of a deal around two strategic Red Sea islands that would pave the way for Saudi Arabia to take steps toward normalizing relations with Israel.

Why it matters: The deal, which the U.S. has been quietly negotiating for months, would be a significant foreign policy achievement for the Biden administration in the Middle East.

The deal will also make possible a separate agreement with Saudi Arabia allowing Israeli airlines to use its air space for eastbound flights to India and China, as well as allowing direct charter flights from Israel to Saudi Arabia for Muslim pilgrims who want to visit the holy cities of Mecca and Medina.

As part of the deal, Saudi Arabia will pledge to the U.S. that it will adhere to the commitments of the 1979 Israel-Egypt peace agreement, mainly maintaining the freedom of navigation in the Strait of Tiran for Israeli ships, as Axios previously reported.

Saudi Arabia’s de facto ruler said he sees Israel as a potential ally with shared interests, not an enemy, but that it must solve its conflict with the Palestinians first.

“We do not view Israel as an enemy, but rather as a potential ally in the many interests that we can pursue together, but some issues must be resolved before we can reach that.”

The statement was a subtle shift from the official Saudi line, which has long held that Israel and Saudi Arabia could establish a relationship once the state resolves its conflict with the Palestinians, but perhaps not a friendship.

Iran Relations

Saudi Arabia and Israel have security interests that became more aligned in recent years as tensions with mutual rival Iran escalated. Two of the kingdom’s neighboring countries -- the United Arab Emirates and Bahrain -- officially normalized relations with Israel in 2020, but Saudi Arabia has yet to follow suit.

He never mattered to some especially trump who probably shares the Saudi regimes view of journos who ask awkward reality based questions.
Saudi is a pariah state it just happens to be a strategically important pariah state with a lot of oil.
There is a world of difference between the self serving fawning visit of Donald Trump and the one based on real politic that Biden just gritted his teeth through.
