Sometimes, sure, using idioms (or metaphors, similes or whatever) can throw up shades of grayness in terms of meaning, but used correctly, the meaning is unequivocal.

So tell me; how do I check up on his claim about "millions who worked hard all their lives just to keep their heads above water"? What statistics or polls is he referring to? Where did that "millions" figure come from?
How do I know he's not just making stuff up? There's no way to check up on him because real statistical studies don't use imprecise idioms like "keep one's head above water."
Don't forget, nearly half of the "poor" in the US own a house!

Having said that, I do think (without any statistical evidence :p) there are millions of families who do ... find it difficult to pay off all their bills and put aside any money. I'd base that on the numbers of people with no medical insurance, the national level of savings and the average credit debt.
I'll be completely honest with you, though, and say that I'm far too lazy to chase down numbers for you - I'm relying on dimly recalled news articles. 🙂
