Racism certainly exists in the UK, as in all countries. But no, the UK is not institutionally racist. (No matter how much you want it to be). London, in particular, is a great example of this.

I would rather a country like China in terms of economic clout would criticise and even act upon human rights violations in other countries. With great power comes great responsibility.
This might be a result of China’s historical isolation and as it ventures out it may become more reactive.
Edit There are worse things than hypocrisy.
