It seems to function as a disorganized, violent mob, cursing, shouting contradictory orders, and attacking unarmed citizens on a whim. It is created for fear and chaos, not to enforce laws or establish order.

I would still like to know what your wives would have done if they had happened onto this conflict on the way home from shopping.
I'd also like to know why these people put themselves in harms way, all for people who have illegally come into our country. Foreigners, for gosh sakes. If I slip into UK and get hassled by the Politia, will Ghost put himself in harm's way, for me, as I perfrom a criminal act. Would he be an accessory?
Are Renee Good et al aiding and abetting these criminals? (somebody here said we can call people, coloquially, criminals. Maybe it was Suzianne.)
