No, because there is no benefit to making such an agreement.
If some guy tells me he is a giraffe, and you say he isn't a giraffe, I simply wouldn't get involved. It's a stupid argument in which you are meddling in someone else's life for no reason and I don't care.
But when people justify using government violence on people "because they are criminals" it actually matters what definition they're using because, you know, government violence in our name is our responsibility, and there are real concrete consequences involved, not abstractions.
