Korea was bossed over by Japan until not so long ago; they seem to be running their own show pretty well, in the south at least.

Do you understand the concept of autonomy? It'd be something along the lines of Quebec in Canada. Since Tibet would still be part of China, China would pay for it. As they're already pouring considerable funds into 'Chinesifying' Tibet, it probably wouldn't cost much extra.
