Sex is often focused on reproductive function, whereas gender relates to societal expectations, norms, and behaviors. Most people are cisgender, meaning their gender identity matches their sex assigned at birth, while transgender individuals have a gender identity that differs from their assigned sex. Hopefully, you can see why transgender people are much more rare than cisgender people. You cannot refer to transgender individuals by their sex. You must, at least, refer to them by their gender, or who they are on the inside. This is the only way you can refer to them with respect, acknowledging them for who they are, just like you do with cisgender people.
Hopefully, you can see what I am talking about. The failure to do so is the same thing that drives racism: the fear of the other. Failure to treat transgender people as human, is the same bias that prevents some people from acknowledging those of a different skin color as human. "They are not like me."

So if Robin, the guy who says he is a girl, (no matter what he has , or has not, 'done'😉 sees a guy in New Zealand and says I am a girl, the NZealander would naturally have to determine in 2 seconds that he is a girl, without qualifications.
The NZealander is to move along in that association as if he is in the company of a girl.
