We almost always extend rights protections to visitors, which is not only good manners but it simplifies things - we don't have to create DIFFERENT laws for visitors, etc.

When do UK residents have the right to be put up in a hotel and given free food, phones, etc.? When their homes are destroyed in a fire? Flood? Wartime? When do you do that for 'taxpayers'?
