In what respect? As a place to live in, or to visit? It used to be an area with lots of social problems, but also quite lively, with lots of students and people from different cultures. It didn't have the same flair and cultural activity as for example Kreuzberg, though. Anyway, the last time I lived in Berlin was in 1996/1997, so things may have changed.

Well, the thing is that there is a nice opportunity to buy a flat there,
price-wise, but I've never been to Berlin long enough to know well
how Neukoelln does.

It is an investment, so if they place is full with [CENSORED] immigrants
of the type that create social tension, like in the gettos of[CENSORED],
and the place is full of smelly, dirty [CENSORED] restaurants, then I
guess the selling price is well explained and I will back off.

I will see when I go there, but opinions are very useful to know what to
expect.

Yep, murders and rapes all over the place. I can't even walk the streets without someone pistol-whipping me with a glock or an AIDS-infested penis. So instead, I just lock myself inside and rant on about those damn "minaurities" on the internet. Works for me.

Last I heard, the highest crime rate in the country was in Saskatoon and Regina in Saskatchewan. I would gather it's like that because people there have nothing better to do. No culture, you see.
