Uhhhmmmmm, the crime rate fell 5% based on total incident reports, despite increases in HOMICIDE, ATTEMPTED MURDER, SERIOUS ASSAULTS, ROBBERY, (and I'm sure rape must be in there someplace, but they were too embarrassed to mention that little tid-bit)
