Clarence Dean, 35, already convicted in the 90's for the rape of a 12 year old girl, is now charged with the beating and strangling death of a woman in New York. Her battered, rigid corpse was found wrapped stuffed in garbage bags under the bed in a Times Square hotel.
This unemployed burden on society was a fugative sex offender wanted in two states. He was wanted for failing to register as a sex offender and for grand theft. Apperently, Second Degree Murder was the next logical step.
Inneffective Sex Offender Registration + Impossible Rehabilitation + Difficulty in Convicting Cases + High Percentage of Unreported Cases + Insufficient Penalty = Epidemic
Epidemics require that patients be isolated, triaged and given appropriate medical treatment. As a Doctor, I would suggest that treatment involve a bullet in the brain.

how about legislating the death penalty against something useful, like smoking. smoke a cig, and off with your head. no demand, no market, no tobacco industry. would also give the lazy sobs some real motivation to stop smoking.
that's 400 000 americans per year saved from dying a horrible, agonizing slow death which makes getting raped & beaten to death feel like a picnic in the park. just like that.
