The article cited in the OP referred to three women who were topless, not "some dude" completely naked, at a public beach where most people were presumably more covered up. There is no law or regulation specifically forbidding toplessness in that community.

At all beaches I've ever seen in Europe where nudity was allowed, there was a sign warning people where the nudey-part started so no one would wander into that part of the beach unawares.

I think that is true for nudity, but I don't think topless sunbathing is considered nudity in Europe so that can be any beach. In the same way breast feeding isn't considered nudity.

From what I notice, topless sunbathing on public beaches is not practiced so much anymore, at least not in Sweden - not because of morality I would think, maybe some other reason.

Maybe its just fashion and varies like hair length, clothes style etc. When punk arrived in the late 70s people were shocked by a single ear piercing. It wouldn't have been accepted for U.K. health workers. Now it's no surprise to see multiple piercings. You forget how quickly you adjust until you watch 80s TV. It's good entertainment just laughing at the things that you thought looked good at the time.

When kids first started freezing their ears with ice and putting safety pins through their lobes the reaction all over the U.K. was shock. Do you honestly not remember that?

Edit: Perhaps you are younger, I am talking about 1976?
