Edit: Interesting that the BBC link it to a different story about a group of women stepping outside cultural norms about going topless. I would think it was more a story about the police taking action regarding something which has been a cultural norm.

It is interesting that Spain is more casual about it than France, given that Spain is predominantly Catholic and France less so. Just goes to show, don’t judge a country by its religion alone.
Scandinavian countries are also pretty casual about public nudity.
