What about the people who retired or wanted to after the pandemic in Spain or other parts of Europe? Had to check this as wasn't sure, only 3 months they're allowed to stay in any EU country within a 6 months period, hell you can stay in most S. American countries for 6 months of the year visa free.

Not everyone will be able to apply for residency plus this doesn't help those wishing to move in the future. To go from freedom of movement to you're only allowed 3 months in every 6 as a tourist is quite a jump.
