Don't pillage a province you plan to annex. That'll just cause damage to the province and lessen your income from in once it's annexed. At least until it repairs itself.

EDIT - Well those other two methods give you more flexibility about where you can use your troops, so can be useful for that I suppose.

No; it's a graph. Basically the best way to make money is to pillage in the same year you annex. If you're not going to annex, just pillage pillage pillage. Annexing without pillaging at the same time and pillage, wait, pillage, wait are useless, though many people will suggest them to you.

How is pillaging every turn going to work? Your province will be ruined in short order.
EDIT - The rulebook says the baseline is 50%. So pillaging a healthy province once every two years gives the same money as pillaging a ruined one every year. However in the latter case you got an extra boost from the first few years before the province was ruined.
