I think it hits a baseline which is higher than half of the total pillage value. For example, it might be a baseline of 60%; every turn at 60% is better than once per two turns at 100%. Look at the file for more info.
EDIT - The rulebook says the baseline is 50%. So pillaging a healthy province once every two years gives the same money as pillaging ...[text shortened]... athematician-economists if you'd like. Send me a private message and we can negotiate price.
