I think it hits a baseline which is higher than half of the total pillage value. For example, it might be a baseline of 60%; every turn at 60% is better than once per two turns at 100%. Look at the file for more info.

EDIT - The rulebook says the baseline is 50%. So pillaging a healthy province once every two years gives the same money as pillaging ...[text shortened]... athematician-economists if you'd like. Send me a private message and we can negotiate price.
Having seldom been a "commoner" for more than a few turns, I rarely have to worry about such things. But it does seem a tad Draconian to pillage your own province in perpetuity.

You only have to do that if the peasants there won't recognize your right to rulership and let you annex them. Think of it as suppression of peasant revolt. They're obsessed with royal blood, these peasants.

Is there a map around with the province names? I found a map upthread but it only had the province numbers ...

On the Yahoo! Group there is. It has a lot of mistakes though; mostly place names, but I found a mountain where the map said was a pass.
