It costs 2. Any enemy province where combat has taken place that turn will cost 2 to enter for the duration of the turn.

I've tried that before in Mediaeval Diplomacy and it has never worked. I mean the unit that doesn't attack doesn't make it into the province.

Yes. It's the gold value of the province. This is why it's hard to make use of small units later in the game.

Your capital, An Thebnoth, has a Province Value of 32. Therefore you can make 32 soldiers there. It doesn't matter if you're making Vampire Dragon Knights or Incomplete Halfling Servitor Skeletons, you can only make 32 of them.

I have vampire knights, just not vampire dragon knights. They sound much more fun

Oh, they are. They have a catapult on the back of the dragon that can attack territories without entering them.
