i'll have to let someone else answer.. I'm not sure.. if there isn't an option for declar war and only cancel alliance, then you probably can't this turn.. but.. with cancel this turn, then declar next, you can attack same turn you declared war

You cannot declare war on someone you're allied with. You must first cancel your alliance. Then the following turn you can declare war and attack them.
