Who decides on an appropriate length of a forum ban, and is it reasonable to go back and add time to a forum ban, near the end of the original forum ban?

Why would it be? Since the person has been banned, they can't post. Assuming they've done nothing else wrong, why should it be extended?

Exactly.

Makes no sense to me. Which is why I am left to wonder how open the banning rules are to personal motives.

Then again, you never know if (during the ban) the person sent insulting PMs, rude in-game messages or if other offensive posts were discovered.
