The age of consent in Northern Ireland is 17 though if a 17 year old were to have sex with a 16 year old and no complaint was made I doubt that it would be prosecuted.
Personally, I think that the law should start by protecting at a higher age of consent and then negotiate individual cases based on factors like relative ages; if a complaint was made, context of the act etc. This isn't as feasible in countries where people marry at a very young age.
