The bagelry that is found (surprisingly) in the centre of Liverpool's Chinatown does a 'Pretzel Bagel' which is truly superb. Properly cooked, freshly made bagels are not remotely like the supermarket plastic bags of what often tastes like bread rolls with a hole in.

I hope you won't mind if I pull out two quotes from your post. I just want to contrast your opening statement with the fact that the 2015 motion was passed unanimously by the city council.

I don't want to defend the past or bury history. I do want to dispute your 'few white Brits' statement when a whole city has devoted so much time and energy to remembering history and using it to move forwards in a positive way.

My understanding is that Liverpool has the oldest Chinese community in the UK and it is well respected. Liverpool has put incredible energy into owning the past which is clearly on view in the Maritime Museum and The International Slavery Museum with all the the different communities within the city involved and included in getting these things right.
