If the user was warned before, they are probably on the way to a ban. If they were banned before, and do it again... chances are they are on their way to long term bans and an admin might step in and remove all RHP rights.

for instance, I am offended that I cannot question the mods or attack "cyber bullying" without getting banned.
I believe that certain extremist groups should be allowed to hold their rallies.
however, there are limits to free speech.
Both what can be said and where it can be said.
I think in this case, both questions come into play.
I believe most users don't want a foum where anyone can say anything anywhere at anytime.
So, now we are on a slippery slope. What can be said, where, when, and how?
I don't think there is a bright line out there, but most of us would agree that blatant racial and ethnic slurs are outside of that line.
