nah, as usualy it's sensationsalistic rubish. It even admits as much in the article:
the reason Armstrong's children were ineligible to ride the bus was because they lived outside the school's attendance area - not because they spoke English.
The bus route was meant to serve a language academy at Phalen Lake for Hmong kids learning English, and the district's academies all have separate bus routes to keep their students together.
They weren't supposed to ride the bus because it was for a different school. The driver realised tehy couldn't be going to that school because it was for kids who were learning English and these kids were clearly native speakers.

As for the idea that they were kicked off for speaking English, that could very well be a misunderstanding. It says in the article that the kids thought they had done something wrong, but they didn't seem quite sure about what that was. So the bus driver probably wasn't very clear.
