Yes, you're right; since Sicily is allied with Venice to prevent the Heathers from striking at his realm after taking Venice, he would logically only declare war on Bavaria. That way, he wouldn't actually fight the main forces that will be attacking into Italy (actually it will soon be RETREATING from Italy).
