You need to add to your ratings some sort of aggressive index. France, while very strong will never expand because it is bot controlled. Byzantium appears very strong but is very defensively minded and done nothing with it. Just an idea.
One caveat: it's always possible that the GM will replace the players who aren't moving with real players and then the true strengths of the dormant realms might still come into play. If France and/or Poland and/or the Byzantines start moving again, play balance is going to be radically affected.
