Taking it immediately would be a plus because otherwise it will just sit there and build troops. There should come a time, though, when its garrison and HQ expenses will be eating up all its income and it can't build more. I think.

Used to be, but those German war criminals were rounded up a long time ago. The brand new flagship of the Venetian Navy, the HDS Marauder, is about to take it's maiden cruise there; what a sight that'll be!
