Yes, I think everyone should have a fixed x amount of days they can claim in a year. I would suggest 30 days would be more than adequate. It could work just like the timebank and run down to zero when activated.

I think the delete game option is a bit bizarre.
Games usually last several weeks or months. A lot of time and effort has gone into them. But then one player, without consulting his opponent can choose to erase it, as if it never existed? That's ridiculous.
Either claim the win or wait a bit longer for your opponent and carry on the game. But don't pretend that it never happened!
I would have preferred to have seen an option to vote for automatic time-outs in all rated games. Especially if we have a new vacation system to prevent players being timed out whilst displaying a vacation flag.
With players having the option of choosing longer time controls and time banks plus a vacation allowance, there should no longer be any reason to not time out an opponent who fails to move within the agreed time.
If you run out of time, you've effectively forfeited your right to stay in the game. If your opponent chooses to terminate your involvement, then it seems logical to assign a loss - material or positional superiority isn't much good if you're no longer part of the game.
I don't see why the opponent's right should extend to being able to assign whatever result they want to the game - much less to decree that the game never existed.

I have a clan game going in the clan I'm the leader for and the last move was 574 days ago!!!!! The opposition player wont claim the win as I believe he joined the clan to deliberately screw the clan up by delaying games.

E.g., my only ongoing game.
I have health problems. Not only personal, but my dad is seriously ill.
Now, suppose I must to leave the game for a very long (indefinite) time. And I have told that to my opponent. He agreed to wait for me to move, but I honestly don't know when I'll be back.
My opponent doesn't want to take the TO, and make me lose some rating points. But he doesn't want to have the skull hanging out there, or lose a slot to initiate a new game (in the case s/he is a non subs).
So, he'd have the chance of deleting the game. No harm made to my rating, nor to his/her rating.
It may seem as a very unlikely situation, but I think that it is more frequent than we can imagine.
That's my humble opinion.
Anyway, as I said before, you remain in command of what action to follow. I can imagine that normally you'll take the time out.
Other options being present don't hurt. At first sight they may seem futile, but allow a lot more of flexibility.
