You usually keep other smaller substances in them...

You can find them at specialty smoking shops. The same place you buy glass water pipes for your tobacco, and buy incense - Because tobacco tastes best when it's been filtered smooth through distilled water and crushed ice, and incense keeps your clothes from getting that ashtray odour.
