that website only accounts for how specifically generated income is alloted to states. Highway projects are often part of the earmark system, and have nothing to do with the process you cited.

Unbeknown to this poster previously, one Blackamp is reported to be a doctor of an established field of medicine. As such, it is believed that said Blackamp has been sworn into the field of medicine and has sworn to practice his art by the dictates of the Hippocratic Oath.

1. Bridges and roads are certainly a necessary part of commerce, but things like public education, power grids, and and other public services are equally neccessary.
2. You didn't read that website closely enough, and you don't understand the budgeting process, that much is clear.
