The user made a connection between the time he saw displayed and the West coast, so yes, xe is confused about which way the Earth turns. Of course the location of the servers doesn't necessarily have anything to do with the time zone used as default. Using GMT makes more sense than using any given location, because summer time would otherwise mess things up.
