Smarter in what respect?

We're talking about animals that learn and behave in a completely different manner from one another.

Then, for every general rule anyone cares to toss around, there's going to be many exceptions in either case.

Then, there's the philosophical and physiological issue of how intelligence or wisdom is to be defined.

They're both about the same to me. The differences more likely lie in whether one is a 'dog' or a 'cat' person.
