When we run out of handicapped we can start on the prisoners. However, with 44 million of the gimpy cripples in the US alone, even at a rate of 100 per day, it will take over a thousand years to dispose of the handicapped problem. Its obvious that we will need to expand our facilites to humanly dispose of 10,000 cripples per day.
