There is a 120 Million dollar gap between the Jays and yankees. You asked if Jays management were pocketing the luxury tax money they got. I was saying that no matter how much the luxury tax distribution is, it's no where near 120 million bux.
In other words, its hard to compete with the yanks and sox in the east division when you are spending 3 times less money.

There is no bigger sour grapes than teams who try to diminish other teams accomplishments by talking about payroll. While I do admit the Blue Jays are in a tough situation, they spent a lot of money poorly. The Blue Jays overpaid for a closer who got hurt. Overpaid for a centerfielder who had an awful year. Overpaid for a third baseball whose stats are inflated by HGH. It is also hard to make trades when your GM is a whiney jerk.

With an extra 120 Million bux, the Jays could have went out and BOUGHT additional guys when their current players went in the tank or got injured!
Hmm, the Yankees wouldn't do this now would they? How many midseason/trade deadline players have they picked up over the last 5 years....
The extra cash allows the team to fix their mistakes mid season rather than after the contract has run out.
