En passant can be ALWAYS used in the following situations:

"Any situation which gets you out of thinking too hard" :p

However I cant get any better than a Mate in #5 🙁

What was the black last move? Can you find any other move that f8-f6?
If so, then ep is not a reliable move.
If not then pxp ep is a valid move.

I cant get it in any less than four moves. There just doesnt seem to be any way to do it.

I'm sure you're ep solution is correct, but proving what the last move was is going to be a bit on an issue.
