Presumably they still would be tagged on their profile with "player banned from the site". I know for a fact that no one has been banned since nmdavidb and grintzi. Your wishful thinking doesn't change the fact that the Game Mod system has collapsed or has been collapsed by the Site Admins.
Let's look at the outstanding facts here. The Tebb-cludi thing was never resolved, there is no more "removed players" list, and one of the game mods seems to be rather unresourceful and at best a careless addition to the team.

You have 2 alternatives here

(1) Ban people you suspect (on the flimsiest of evidence) when we might get rid of all the cheaters but a lot of innocents also; or
(2) Ban people only when there is irrefutable evidence (and give the benefit of the doubt) when we won't ban any innocent people but unfortunately a number of cheaters will remain.

The 1st option is quick, the 2nd time consuming. I don't envy the mods their task and I certainly would not want to do it.

Of course there is a 3rd option, if you suspect someone is cheating avoid playing against him, don't enter tournaments that such players are in, don't accept clan challenges against them and join a club with members you feel you can trust playing in the club tournaments.

Unfortunately you may still be caught out by a few cheaters on their way up so also avoid players with perfect records and vertical graphs until they have proven themselves.

Alternatively don't obsess about it, relax, enjoy your chess and take satisfaction from beating the odd cheater.

stretching the envelope, those aren't realistic down to earth solutions.

This is a false choice. No one is asking to ban suspected cheats on "flimsy" evidence. What we are asking that the same standards that have been applied in the past - overwhelming evidence beyond a reasonable doubt - be applied NOW. If it is, dozens of "players" would be quickly, and correctly, removed.

Personally, I feel the previous Game Mod standard of "beyond a reasonable doubt" is too restrictive; I'd go for something akin to the "clear and convincing" evidence standard used in most administrative proceedings. "Beyond reasonable doubt" is a criminal case standard used when someone's life or liberty is at risk; that seems inappropriate in the case where the penalty is removal from an internet chess site. But neither standard is the "flimsy" evidence or "irrefutable giving the benefit of ANY doubt" (presumably even "unreasonable doubt" like "he seemed like he knew something about chess!"😉.

Votes have been taken on this in the past; overwhelming majorities reject your 3rd - "Well, what are ya gonna do?" - option is favor of banning cheats once their guilt is sufficiently established.
