2100 may be his FIDE rating, but a player rated 2400~2500 in a rating pool with other GM's and is rated stronger than them is probably still underrated in his FIDE club. Playing at 2400 strength there, and obviously in CC is playing near that strength here. I understand that online ratings are not the same - but this is several hundred points difference, and is a congruent strength on multiple sites.
I expect this player can become titled playing at this level.
