You have a good point there.
It is really the fault of anyone who pays for a service that hasn't delivered in a long time. Money talks, and if everyone who is unhappy with the situation asked for a refund, which under UK law would come under "unfit for purpose", things might get done. As I see it now, the loss of revenue from banning cheaters outweighs members.
Cant blame Russ for being pragmatic, especially if the site is his livelihood.
I think it is more that this site is NOT his livelihood so he simply doesn't have the time.

I don't think that is true. Other chess sites like chess.com, playchess, ICC etc all ban cheaters quickly and are much better off than RHP.

Yes, but its also fairly cheap memberships as well as all the free members who don't pay a dime.
