Throughout history, people were first disarmed, then enslaved.
In this case the fear of having to give up their guns in the face of the continued slaughte to mind those fearing a possible "mineshaft gap" with the Soviet Union during the Cold War.

There is a trilogy of books by a Russian author (Sergei Lukyanenko) entitled:
"The Night Watch".
"The Day Watch".
And "The Twilight Watch".
(They have been made into a series of films... Which are (unlike the books) terrible.
And not particularly faithful/accurate to the books.)
They feature a "cold war" between the Light and the Dark "Others" who are people
who have entered the "Twilight" (sort of like extra dimensions) and have gained
magical powers and immortality. (The you wont die of old age, not the you're indestructible kind)
If you are happy/content/ect when you enter the twilight the first time you become
a Light Other.
If you are angry/sad/ect when you enter the twilight the first time you become a
Dark Other.
The Night and Day watches are made of Light and Dark Others respectively and they
police the activities of Others. Both overseen by the Inquisition who draw their members from both.
There is a truce because both sides (light and dark, overseen by the inquisition) had realised
that continuing to fight one another would lead to their mutual destruction, and so the watches keep the
peace (the treaty) and keep the others secret from everyone else.
A central feature of the stories is that (with a few exceptions for the undead dark others like
vampires and werewolves who are generally not very powerful) very few people have the
potential to become Others, Others can't be made, and Other abilities do not run in families.
So new others have to be found and recruited from the general populace.
And each side tries to identify potentials first so that they can point them in the direction of the
Light or the Dark.
However in the last book someone proposes a way of making anyone an Other, and making those already
Others more powerful.
One of the Characters asks another if they understand why that person is crazy and has to be stopped.
He responds...
"If all People become magicians ... Today they insult you on the trolley bus, tomorrow they'll incinerate you
on the spot. Today they scratch their neighbour's door with a nail if they don't like him, or write an anonymous
letter to the tax office, but tomorrow they'll hex him or suck all his blood out. A monkey on a motorbike is
only good in a circus, not on the city streets ... Especially if the monkey's got a machine gun."
