For me it makes perfect sense.
The typical Christian doctrine is that Satan is a representation of evil or the author of all evil
God Created Satan or God allowed his existence to continue
Therefore God created evil and/or allows it to exist.

Because the God that is GOOD, created something called the knowledge of good and evil, and another thing called free will, the right and the ability to choose. Man is not a robot, and can decide what course of action to pursue. Some choose evil and some choose good.
