No, he does not believe God is the ultimate authority. He believes God is under man's authority. It is why he must temper his belief through the belief that his own moral standard must dominate.

Lev 18:29 just says if anyone breaks one of the many sexual laws, such persons must be cut off from their people. If you're murdering anyone for homosexual acts, then you need to murder people for having sex with a woman who's having her period.

On the plus side, anyone who commits any kind of incest gets the same penalty, which should drastically cut down on the world population.
