Those players should be ashamed of themselves. Such conduct is condemned in the USCF Code of Ethics at 5(c):
Deliberately failing to play at one's best in a game , in any manner inconsistent with the principles of good sportsmanship, honesty, or fair play.
IMO, these two players should be forfeited from the tourney. I suggest you send a "fair play" ticket.

i know what you mean, even with the 60 day time bank i feel obliged to blitz most of the games. i've pissed my queen away in 2 games already against lower rated players, luckily i was able to take theirs a couple of move later and will no doubt win both games now but still i haven't made as many mistakes in a long time. one of my games against a 1500-1600 is lost, i wouldn't be that disappointed losing against a player around mt own level but with white and losing that badly i'm a little pissed.

i agree with what you're saying but actually he has a better chance of going through now as 2 points where dropped. if he can manage to split the games with both top players he might have a chance of winning the group.
They are playing with fire actually, drawing each other allows them to play the odds. They are both higher rated by almost 300 + points, taking the draw suggests that each player should advance, however, they actually put more pressure on each other, a draw or loss to a lower rated player now can change the whole situation. They are actually both minus 4 points now, so each player in the group can afford a loss and still be in contention. Just play hard and maybe find an upset or two and you may be able to come out on top. Gives incentive to the players in the group to push it a little harder.

Its funny, that all here have the same problem:
60 days are a lot of time but all we hurry with our moves
and blunder. One move a day should be absolutely enough,
as we all know. And 15 moves (30 games, half is the opponents turn)
is a lot, but its ok
