Why not introduce automatic removal throughout the sign-up stage
Once a player in question has exceeded the max. rating allowed he/she is out - An automated message could be send to the person stating politely why they have been removed ...
That way no extra work (apart from the initial) needs to be done and everything is fair ...

A second thought - Why not introduce (for banded tournaments) a second condition ... Take 100 or 200 points of your highest ever and if that is then higher then the max. allowed in the tourney you can't enter neither ... That way the Dustin's and itsyouthatiadore's (not saying they would) can't enter low-rated tournaments ...
Edit: And welcome to RHP. Great to have a player
who subscribes without doing a single move.
I'm sure you won't regret your subscription...
Cludi,
My pleasure. RHP's reputation precede's itself so joining was easy to do. I have a number of friends that have played here and recommended the site. 😀
I subscribe to 2 other sites and play free at a 3rd. . .I try to play as many people from around the world as I can to get more experience.
I would like to recommend a future enhancement that would allow a start of a tournament with less than the max allowed and then allow late joins to fill out the roster of players, but I don't know what that would do your current architecture. . .
Oh, and it's only a measley $30 to join. Even if I end up hating the site, no big deal. . .I blow that much on caffe mocha's from Starbucks in a few days. . .🙂

Just my thoughts
While that is a good idea, I think a better idea is to have one sign up page for all of the bands in a tournament. The bands would then be determined at the start of the tournament by placing the first 64 into the top band, the next 64 (or 216 or whatever number the TD decides) untill you have covered everyone (this is still based on top rating in the last 30 days). Naturally if you want 4 bands of 64 you set the max # entrants to 256... Quite simple and it removes all issues of peoples ratings changing drasticly before the tournament starts or people entering multiple sections.

Or why not just let RHP pick the correct band for players (using a sensible algorithm)? Users enter the tournament, and players are split into sensible bands...
