There is something fishy about this vaccine makarkey. The commission’s knee-jerk reaction aside.
The point about the extra complexity of a federal government trying to supply and roll out the vaccine across member states borders has also been demonstrated in the US and they are a lot more integrated than the constituent states of the EU.
I don’t think it’s a good look for brits to wag a finger at Brussels given the threats it’s made to the open border between the two parts of Ireland. At least the commissions threat only lasted hours, I’m guessing long enough for a call from the Taoiseach.

Invoking article 16 was the cherry on the top of the commissions stupidity.
