I could be wrong but wasn’t Germany sourcing it’s own National supply at the same time as the EU.
-Removed-I think it’s almost a matter of fact that a single unitary government would find this easier than a multinational commission or parliament. The obvious advantage for the EU was its buying power which it could have lent the national governments / Heath services.
It had a go at parachute parenting and caught its cobblers on the school gates.
