I would also phrase it as significant institutional discrimination that prevents blacks from having career and educational opportunities, because the fact of the matter is that even Asians do routinely complain about discrimination.
It just never stops them at being the best that they can be - and I do not believe it is the case that it is the behavior of white people keeping black people down.
Indeed, many white people in powerful positions are Jewish, and have even faced discrimination themselves. Whites are not a monolithic force. And, as Asians become increasingly influential, you will see a lot of people start sweating under the collar as they realize that the narrative can no longer just be about white people.

Blacks make considerably less in the US at every level of educational achievement. The Median White high school dropout make $10,000 more a year than the Black high school dropout.

Here's an interesting stat from a Federal Reserve of St. Louis study:
The study found that black families with one or more parents who graduated college held about one-third less the wealth than white families with one or more parents who dropped out of school as a teen.
