Smart hospital administrators choose the best they can get their hands on. They do not ban anyone from applying, and the criteria has nothing to do with race , like in the case of the BBC here. The BBC recognizes that its past hiring practices did just that (whether intentionally or because of deep rooted racial stereotypes is irrelevant to the result) and has now taken remedial measures.
