So the only thing the mandatory dating of an envelope serves is to provide another hoop for voters to jump through for no legitimate purpose. Such an interpretation of the law is clearly unconstitutional.

The law doesn't say that as I've pointed out numerous times. It's silent on what happens to the ballot IF the outer envelope containing it has no date or an obviously incorrect one (it seems people sometimes erroneously put their birthdays on it). A trial court and an appellate court (called the Commonwealth Court in PA) said not to count the ballots under such circumsta ...[text shortened]... sue.
