What is being ostracized here is 'the other'. White nationalists and white supremacists focus on skin color because it is the most obvious way to locate people who are not like you. Your fear has always been with 'the other'; all of those who don't look like you. In Africa, this is problematic, nearly everyone is black. So the differences they choose are 'what tribe' you belong to. This is still 'racism'. Only whites are so superficial that they choose the most obvious way to single people out.
Discrimination based on what makes someone different from you is the easy road to being racist. 'Oh, look out for him, he's not like us' has been around since the Stone Age.
